Ambassadors Roundtable with Ambassador Razdan Duggal: Briefing on US-Netherlands Relations & Global Strategic Issues

In a timely and impactful discussion, former U.S. Ambassador to the Netherlands, Shefali Razdan Duggal, provided a compelling overview of the Dutch government’s restructure and its internal politics both during her tenure and on June 4, 2025. Drawing from her experience, Ambassador Razdan Duggal shared key perspectives on bilateral cooperation, transatlantic diplomacy, and the shared values that underpin the U.S.-Netherlands partnership.

Ambassador Razdan Duggal illuminated how strategic collaboration with the Netherlands played a pivotal role in addressing global challenges, including the ongoing conflicts in Ukraine, Gaza/Israel, and the complex dynamics surrounding China. She highlighted the Netherlands’ leadership as one of the largest providers of both humanitarian and military aid to Ukraine, underscoring the country’s crucial role in European and global security frameworks. One focal point of the conversation centered on economic security and technological sovereignty, particularly in relation to China.

Ambassador Razdan Duggal candidly discussed the trilateral cooperation between the United States, Japan, and the Netherlands in regulating the export of advanced semiconductor technologies—notably DUV lithography machines—produced by Dutch tech giant ASML, Europe's most profitable company. “Of course, security is top of their mind, but they [Dutch Government] were also worried about if ASML, the CEO, is unhappy with these regulations …we’re going to go to London. Why should we stay here?” These discussions between the United States and the Netherlands required careful diplomacy.

The Roundtable was also filled with personal reflections and stories that brought warmth and humanity to Ambassador Razdan Duggal's role as a U.S. representative abroad. Her deep respect for the Dutch people and commitment to international cooperation was evident throughout the dialogue. We welcome Ambassador Razdan Duggal as a new member of CAA (Council of American Ambassadors) and look forward to more high-impact, informative engagements that deepen understanding of U.S. foreign policy and global partnerships.
