Jennifer Cafarella (Institute for the Study of War)

Jennifer Cafarella is the Chief of Staff and inaugural National Security Fellow at the Institute for the Study of War (ISW). Her work focuses on US defense strategy including how the United States must adapt to current and future threats. Ms. Cafarella regularly briefs senior policymakers and decisionmakers as well as US and allied military units. Her written work has been featured across major media outlets including Foreign Affairs Magazine, The Washington Post, The New York Times, and others.


Ambassador Bill Taylor (USIP)

Ambassador William B. Taylor is vice president, Russia and Europe at the U.S. Institute of Peace. In 2019, he served as chargé d’affaires at the U.S. embassy in Kyiv. During the Arab Spring, he oversaw U.S. assistance and support to Egypt, Tunisia, Libya and Syria. He served as the U.S. ambassador to Ukraine from 2006 to 2009. Ambassador Taylor also served as the U.S. government's representative to the Mideast Quartet, which facilitated the Israeli disengagement from Gaza and parts of the West Bank. He served in Baghdad as the first director of the Iraq Reconstruction Management Office from 2004 to 2005, and in Kabul as coordinator of international and U.S. assistance to Afghanistan from 2002 to 2003. Ambassador Taylor was also coordinator of U.S. assistance to the former Soviet Union and Eastern Europe.


Danielle Pletka (American Enterprise Institute)

Danielle Pletka is a distinguished senior fellow in foreign and defense policy studies at the American Enterprise Institute (AEI), where she focuses on US foreign policy generally and the Middle East specifically. Until January 2020, Ms. Pletka was the senior vice president of foreign and defense policy studies at AEI. Concurrently, she also teaches US Middle East policy at Georgetown University’s Walsh School of Foreign Service. Before joining AEI, Ms. Pletka was a senior professional staff member for the Middle East and South Asia for the Senate Committee on Foreign Relations.


Moderator: Ambassador/Governor James Gilmore

James S. Gilmore III was appointed to be Ambassador and Permanent Representative to the Organization for Security and Cooperation (OSCE) in Vienna, Austria in 2019. As ambassador, he headed a mission devoted to the security issues of the 57 member countries, involving matters of geopolitics, arms control, economics and human rights. During his term of appointment, Ambassador Gilmore engaged in addressing the conflicts in east Ukraine, Belarus, Georgia, Moldova, Azerbaijan, and Armenia. The US mission to OSCE interacted with all the countries of Europe, Canada, the Balkans, Russia, and Central Asia. Ambassador Gilmore was elected the 68th Governor of Virginia in 1997. As Governor, he reduced the tax on cars and trucks, focused on education, and was the first Governor to fully fund the traditional Black colleges in the Commonwealth.
